Two entirely different things, and it is worth keeping them apart, because people tend to fear the wrong one.
What happens on the fee side: the update stops being free. You pay US$25 — VFS UK words it as "£23 plus VFS Service Charge" — and file exactly the same application you would have filed for nothing. That is the extent of the financial consequence.
What happens on the travel side: nothing, right up until it matters a great deal. Your OCI is valid for life and does not lapse because it is out of date on paper. But airlines carry the liability if they fly a passenger India refuses to admit, so at check-in they look for an OCI that corresponds to the passport in your hand. Your passport number changed when you renewed. Until the record is updated, an agent can see a mismatch — and that conversation happens at a UK departure gate, not in Delhi.
- Your OCI has not expired. The card is valid for life. Forgetting to update it does not void it.

Officially, there is no restriction on travelling during the period between a new passport being issued and the update being processed. On paper, you may travel.

The Ministry of Home Affairs' own miscellaneous-services FAQ has not been updated since the e-OCI launch and still describes the age-20 re-issue as mandatory. Because it is a government page, competitor guides cite it confidently, and people turn up at VFS expecting to pay for a card they do not need. A re-issue is still a real application — it is just driven by a name change, a lost or damaged card, or a change of nationality. - Find both passports. You need details from the old booklet as well as the new one, so do not send the old one anywhere. If it was clipped or cancelled on return, keep it — the number your OCI was linked to is still readable.
- Check whether anything besides the passport changed. A name change, a lost card or a change of nationality moves you out of a simple update and into a chargeable application.
