The Home Office handles your criminal history through a self-declaration of good character, not by demanding an overseas police certificate. But "probably" is doing some work in that sentence, and there are real situations where a UK applicant genuinely does need an overseas criminal-record certificate. Why ILR and citizenship don't need a PCC
The instinct that "applying to stay in a country must require a police certificate from my home country" is reasonable. It is simply not how the UK system works for most settlement and citizenship cases.
For ILR and for naturalisation as a British citizen, the Home Office assesses character primarily through:
- A self-declaration on the application form, where you must disclose your criminal history — anywhere in the world, honestly and in full.
- The Home Office's own background and database checks.
There is no standard box that says "attach an Indian Police Clearance Certificate." That is the crux of the whole myth. The good-character requirement is real and serious — undisclosed convictions can sink an application and even a future one — but the mechanism is your truthful declaration, not a certificate you have to chase from Delhi or London.
The risk in ILR and citizenship applications is almost never "I forgot to get a PCC." It is failing to declare something you should have declared. Disclose any caution, conviction or relevant history, anywhere in the world, even if it feels minor or old. A missing PCC won't refuse you; a concealed conviction can.

So who actually needs an overseas criminal-record certificate?
Here is where the nuance lives, and where some people genuinely do need a certificate. There are two distinct groups.
Group 1 — Specific UK entry-clearance routes (from outside the UK)
A small set of UK routes, applied for from outside the UK (entry clearance), do require an overseas criminal-record certificate. As things stand at the time of writing, that covers broadly:
- Skilled Worker applicants in certain health, education and social-care occupation codes (think teaching, healthcare and roles working with vulnerable people).
- The Investor route.
- The dependants of people in those routes.
Where it applies, the rule is about where you have lived, not just your nationality. You generally need a certificate for any country you have lived in for 12 months or more cumulatively in the last 10 years while aged 18 or over. For many British-Indians that includes India — hence the need for an Indian PCC.
The two things people most often get wrong here:
- It is cumulative over 10 years, not a single unbroken 12-month stay. Several shorter stints can add up.
- It is entry clearance only. If you are already in the UK and switching or extending your visa in-country, this requirement does not apply.
The 12-month trigger is about residence in a country, not holidays. Add up time spent living in each country since you turned 18, across the last decade — if any one country crosses 12 months cumulatively, a certificate for that country may be needed on the routes above.
Group 2 — Applications to other countries
This is, in practice, the much bigger reason British-Indians ask us for an Indian PCC at all. It has nothing to do with UK immigration. You need an Indian PCC when another country asks for one — typically for:
- Migration and skilled-visa routes to Canada and Australia.
- Employment and residency in the Gulf (UAE, Saudi Arabia, Qatar and others), where a PCC is a near-standard part of the visa and labour file.
- Various other work, study or residency applications worldwide.

How to get an Indian PCC from the UK

How an Indian PCC application works from the UK
- Confirm you actually need one — Check the specific requirement (UK route or other-country authority) before spending anything, so you don't pay for a certificate nobody asked for.
- Apply on Passport Seva — Start the application on the official Passport Seva portal, selecting the correct PCC application type and entering your details and Indian address history.
- Book and attend VFS Global — Submit your application in person by appointment at a VFS Global UK centre with your documents, for onward processing by the High Commission.
- Indian address verification, if triggered — If your Indian address must be re-verified, the file is referred to police in India; this is the step that adds the most time.
- Receive your certificate — Collect or have it couriered, then submit it to whoever requires it, within their acceptable validity window.
The slow part is almost always step 4. If your records are current and no fresh verification of your Indian address is needed, the certificate can come through relatively quickly. If police verification in India is required, expect roughly five weeks, and sometimes up to eight, at the time of writing — entirely outside the control of either VFS or the High Commission.
If your application triggers Indian police verification, plan for around five weeks and possibly up to eight on top of everything else. If a deadline is fixed — a visa start date, a job offer, a relocation — start early. This timeline is approximate and can shift; never leave it to the last minute.
On validity: an Indian PCC is commonly treated as valid for around six months, but this is not a fixed universal rule. The receiving authority sets the acceptable window — the Home Office on the relevant routes, or the Canadian, Australian or Gulf authority for an overseas application. Always work backwards from their requirement, not from a generic six-month assumption, so your certificate is still in date when they assess it.
