You have a new passport in your hand, your OCI card still shows the old one, and somewhere on a forum you read the words "US$25 penalty". So which is it — is updating your OCI free, or is it about to cost you? The honest answer turns on a single date.
Updating your OCI with new passport details is free if you file it online within three months of your new passport's issue date. Miss that window and it becomes a chargeable service: US$25, which VFS UK prints as "£23 plus VFS Service Charge". No age triggers anything more than that any more — the age-20 and age-50 re-issue rules were abolished by the Government of India on 30 June 2026 and confirmed gone by VFS UK on 7 July 2026. How every OCI fee in the UK is built
Every OCI line at VFS UK is the same three components stacked:
- The consular fee, set by the Ministry of Home Affairs and charged in sterling at the rate the mission publishes.
- £3 ICWF — the Indian Community Welfare Fund contribution. Note it is £3 on OCI services, not the £2 charged on passport services.
- £29.78 VFS service charge.
That £29.78 is worth dwelling on, because it is the single most misquoted figure in this whole area. The VFS UK website emits a value of £7.44 in a site-wide template object on nearly every page, including the OCI pages. £7.44 is the visa service fee. Every published fee table for passport, OCI, PCC and consular work bills £29.78. If a guide tells you your OCI update will cost "the fee plus £7.44", it has scraped the wrong number off the page.

A note on the fresh-OCI figure. The MHA's own FAQ quotes US$275 for a fresh OCI, of which US$25 is a non-refundable processing fee. £215 is the sterling amount VFS UK actually charges, so the all-in figure is £247.78. The £198, £200 and £218 figures still circulating are currency conversions of the dollar fee, not the published sterling one.
VFS UK abolished the separate lost/stolen/damaged OCI category on 7 July 2026. The service still exists at £111.78 — you now file it through Miscellaneous Services instead of its own application type. On the same date, changes of name, nationality and personal appearance became chargeable at the miscellaneous rate.
It runs from the date printed in your new passport, not from the day you get round to the OCI. Three months sounds generous until you account for a fortnight of post, a holiday, and ordinary human procrastination. Once it passes, a free job becomes roughly a £53 one.
The US$25 late fee — where it really comes from
Cheap "it's free" advice and panicked "there's a penalty" advice both exist online because both are half right.
The Ministry of Home Affairs treats the passport-particulars update as gratis where it is filed within three months of the new passport being issued. Where it is filed more than three months after issue, the same update carries a US$25 fee. That is the whole mechanism: the upload is free as a reward for being on time, and US$25 is the price of being late. It is not a fine, it is a re-classification of the service.
VFS UK's OCI page renders that in sterling, verbatim, as "£23 plus VFS Service Charge". With the £29.78 charge on the OCI line that comes to about £53 all-in. Confirm the live total before you pay, because the sterling equivalent of a dollar fee moves.
It is not a large sum. It is, however, entirely avoidable — and it is rarely the only thing going wrong by the time someone is past the deadline, because by then there is usually a flight involved.
What still triggers a paid re-issue
This section used to say the age-20 re-issue was the one mandatory physical update left. That is no longer true and the rule is gone. The Press Information Bureau removed the age-20 trigger on 30 June 2026 alongside the launch of the e-OCI, and VFS UK stated on 7 July 2026 that cardholders are no longer required to apply for re-issuance on attaining 20 years of age. The age-50 trigger had already gone before it.
So a routine passport renewal — at any age, for a child or an adult — needs only the free online update. What remains chargeable is driven by what actually changed:
- A change of name, most often after marriage — £52.78.
- A lost, stolen, damaged or mutilated card — £111.78.
- A change of nationality — £52.78.
The Ministry of Home Affairs miscellaneous-services FAQ still describes the age-20 re-issue as mandatory. It has not been updated since the e-OCI launch. Because it is a government page, most competing guides cite it — which is why the abolished rule is still repeated across the internet with complete confidence.
A related point on the e-OCI itself, since it drives a lot of the confusion: it launched on 30 June 2026, and VFS UK transitioned on 7 July 2026, after which physical cards are no longer issued. The MHA's own e-OCI FAQ is careful to say the digital OCI does not replace the physical card you already hold. Your existing card remains valid.

These add-on prices come from VFS's own CMS entries, some of which date back several years, so treat them as indicative and check the total on the day. We would rather flag that than present every number on the page as equally solid.
None of these add-ons is a scam — they are simply how an outsourced model works. But they explain the gap between the fee you read online and the amount that leaves your account, and they are where people overpay: buying premium extras they did not need, or paying twice because a first submission was rejected on a photo specification.
The only zero-cost route is the on-time online update, done correctly first time, with a compliant recent photograph and a clean passport scan. Every deviation — lateness, a name change, a rejected upload, a lost card — moves you onto a paid track with its own stack of fees.
Where the real money goes
The cash fee is the small risk. The expensive failures are these.
A rejected upload that quietly eats your window. The Indian portal is unforgiving about photo dimensions, file formats and scan quality. A bounced submission does not stop the three-month clock. If the rejection and your retry straddle the deadline, you have drifted into the paid band without doing anything obviously wrong.
A boarding refused at the gate. Airlines are required to verify that you can legally enter India before they let you board, and check-in systems look for an OCI that corresponds to the passport you are travelling on. Until your update is acknowledged, carry the old passport the OCI was linked to, the printed acknowledgement and the OCI card together. The cost of a missed intercontinental flight dwarfs £53 several times over.
OCI miscellaneous services are quoted by VFS at 7 to 10 working days, and a fresh OCI at a minimum of 4 to 6 weeks. Neither can be expedited on an emergency basis. If you file the week before you fly, you are relying entirely on carrying the right paper trail to the check-in desk.
When it is worth having it handled
If you are well inside your three months and organised, the free online update is genuinely something most people finish themselves, and we would rather say so than sell you a £0 job.
The calculation changes when you are near or past the deadline, when the change is a name or nationality rather than a passport number, when you have a trip booked inside the processing window, or when the portal has already rejected you once.
